
Robert Kroplewski is an attorney-at-law and expert in the convergence of new technologies and information society services. Founder and owner of the law firm kroplewski.com. He runs the Stewardship AI Lab (SAIL) and AI Media Lab in his firm. Member of the District Chamber of Legal Advisers in Gdańsk.
His practice combines three passions: creativity, technology, and law. His advice is guided by the processes of transformation of the system and economy as well as support for human autonomy in the information revolution era.
2016-2024: Plenipotentiary of the Minister of Digital Affairs for the Information Society. 2019-2020: Deputy Director of the NASK AIDA Center (AI and Data Analytics). Since 2020: expert and manager of the Digital Platform of the Industry of the Future (Poland’s State Treasury Foundation – Platform of the Industry of the Future).
Co-author of the Data Economy – Industry Plus report. Co-author of the policy for the development of artificial intelligence in Poland. Founder of the first working group for artificial intelligence at the Ministry of Digital Affairs. Originator of the digital pillar in the Three Seas Initiative and cross-border trusted data spaces. Co-author of strategic documents for the European Commission Guidelines for Trustworthy AI, Policy and Investment for Trustworthy AI, as well as the Coordinated Plan for AI in the EU.
Co-author of OECD’s draft recommendation for policies and investments Stewardship for Trustworthy AI. Co-author of UNESCO’s first global ethical recommendations for AI. Co-author of the feasibility study for the Treaty on Artificial Intelligence, Human Rights, Democracy and the Rule of Law in the Council of Europe. Co-author of projects and documents of the Global Partnership for Artificial Intelligence network of experts aimed at practical implementation solutions for trustworthy AI.
Member of the High-Level Expert Group for the European Commission on the development of an AI strategy for the EU (2018-2020). Member of the AIGO for OECD expert group developing recommendations on AI policies (2018-2019), as well as a permanent expert of the ONEAI network of experts on artificial intelligence at the OECD. Vice-Chairman of AIGO in 2022-2023. Member of the CAHAI/CAI expert group at the Council of Europe (2020-2024) developing the first-ever convention on artificial intelligence, human rights, democracy, and the rule of law. Expert in the group of international experts of the AHEG format at UNESCO (2019-2021) designing and negotiating the first global ethical principles for AI. Initiator of Poland’s accession to the Global Partnership for Artificial Intelligence (GPAI) in 2020, as well as coordinator and member of the Polish delegation of experts and co-chair of the working group on innovation and commercialization of AI. Co-author of articles and materials provided by these expert group . Chief negotiator for Poland on the AI Act.
Member of the Data and AI Review Board expert group for the development of standards for artificial intelligence and data in NATO (2022-2024). Permanent member of UNESCO in the network of experts without borders for ethical AI. Member of the UN network of experts at the AI Advisory Board to support the Secretary-General in developing a global AI governance model.
Head of the Global Artificial Intelligence Alliance think tank and co-author of the CompassionAI project.
Graduate of the Faculty of Law and Administration at the University of Gdańsk and a two-year seminar in commercial law and private international law. Postgraduate studies at the Institute of Intellectual Property of the Jagiellonian University and in Competition Protection, Industrial Property and Computer Law at the Jagiellonian University.
